
Barbara Clemenhagen is the Executive Director of the Gulf Coast Power Association, a seasoned energy executive with deep expertise in commodity markets, energy policy, and competitive power market design. Throughout her career, she has guided organizations through strategic planning and market advocacy, while serving on the ERCOT Board of Directors and chairing the ERCOT Wholesale Market Subcommittee. She also provides part-time consulting at Customized Energy Solutions, specializing in energy market intelligence.
Beyond her professional work, Barbara is committed to her community through service with the Ann Richards School Foundation. She and her husband Jeff share a blended family and a lively home with three beloved dogs—Josie, Solo, and Lando

Neville is the CEO of Budget Power. Over the past two decades, he has co-founded and led several successful retail electricity providers in Texas. His first was Tara Energy, founded in 2002 and acquired by Just Energy in 2011. He later founded Discount Power in 2014, which was acquired by NRG in 2018, and Value Power in 2021, also acquired by NRG in 2023. His current entity, Budget Power, was founded in 2024 and has not yet been acquired. Collectively, these companies have served more megawatt-hours of electricity than the total annual consumption of the city of Houston.
Neville earned his MBA from the Wharton School at the University of Pennsylvania and began his career at Enron before entering the ERCOT retail electricity market. He has lived in Houston since 1997 and enjoys traveling with his wife and family. He is also the proud grandfather of a three-year-old girl.
